   I think we should standardize the following:
   - Drivers should follow OpenTelemetry standard environment variables for configuration
   - Drivers may allow configuration from options (overriding environment variables); these options should be standardized
   - Drivers should accept `adbc.telemetry.trace_parent` option (silently discarding it if disabled or not supported)
