compilation error / multiple frames

   I am having problems with jsp page compilation. I am using tomcat 3.1
beta with apache web server. Java compiler is jdk 1.1.8.
   I am having multiple frames each representing one jsp file.. When I
try to access this page containing lot of frames, all the frames are not
compiled. I get error 500. When this happens, I have to restart the
webserver. When I try this process several times, I finally am able to
compile all the frames. Once all the pages in the frames are compiled
everything works fine.
   Is anybody else having the same problem ? Is this a bug in Tomcat? If
I try the same stuff on Java webserver, all the pages are compiled
without any problem.
  Will somebody be able to help me on this?
