   In my case I had the same error yesterday. The problem was a postgresql instance running on the same host.
   
   I ended up changing the port on docker-compose.yml file and it worked:
   `  db:`
   `    env_file: docker/.env`
   `    image: postgres:10`
   `     container_name: superset_db`
   `    restart: unless-stopped`
   `    ports:`
   `      - "127.0.0.1:5433:5432"`
   `    volumes:`
   `      - db_home:/var/lib/postgresql/data`
