Best Way to Secure Access to Downloadable Documents

Does anyone have any suggestions for the best methods to secure access to downloadable documents?

I could of course use container security to secure the document directories; however, for quotas,
tracking, rights, etc., I probably need to manage each download.

Is there an elegant solution in Struts?
