[repository] status update

Work on the repository package in sandbox is ready to turn back over to
Alex.  Changes over the last week have invoked breaking out different
aspects of the build process so that we have a clean API seperated out
from bootstrapping SPI concerns, a plugin default implementation resolved
at runtime, a seperate testcase with a single boostrap jar dependency,
and a supporting plugin for artifact metadata generation.

Next step concerns instantiation of a target object using the merlin
system as the case study. The hooks into the the actual object
establishment are currently disabled (pending some discussions with
Alex on the defaults handling strategy).

If your building from CVS, please read the README.TXT file after
completing a CVS update for additional build information.
