   ### Motivation
   
   - The built-in GitHub "paths" solution will only consider that latest commit to the branch. This can cause checks to be skipped for some pull requests.
   
   ### Modifications
   
   - reuse parts of GitHub Actions CI workflows used in apache/pulsar 
     - change detection
     - .github/actions/tune-runner-vm/action.yml runner VM tuning
     - checkout the merge commit instead of PR head
