Uploaded RATIS-4 patch which should be applied on top of existing RATIS-4 branch (will upload the whole patch agains latest master, too)

1. Created the ci scripts based on the existing hadoop build definitions. 
2. Removed the Jenkinsilfe as they are no longer needed.

The current ci scripts (as based on the hadoop version) are downloading the yetus every time, and I am not sure if we need it. It seems to be more strict as should be, but I think it's a good start, and later it could be optimized to reduce the build time (but use cached yetus/artifacts/docker image).  

Please apply the patch to the RATIS-4 branch and change the jenkins jobs to call 

sourcedir/dev-support/ci/precommit-build.sh
sourcedir/dev-support/ci/nightly-build.sh

scripts. (The ratis repository in the current jenkins jobs are cloned to the sourcedir directory!)
