Changing the password for a user
I've created a few username@Local users, and this user information is
stored in the VCL database. I've assigned these usernames random
passwords so that I can send them to their owners. I'd like their
owners to be able to change this password form the web interface. Is
this possible?

No, there is currently no way for users to change their passwords. The
localauth system was basically a quick hack to allow some sort of internal
account to be used. There is a pretty well designed web account management
system we will be incorporating into VCL in the future, but we haven't set a
time to focus on that yet.
I'll see if I can come up with a quick way to add in the ability to change the
password for users with the Local affiliation on the User Preferences page.
