I downloaded the file from http://mirror.nexcess.net/apache/flex/4.13.0/binaries/apache-flex-sdk-4.13.0-bin.zip and did an MD5 checksum on it which was: DB B7 EB 77 47 22 4E 96  A1 7D 4C E7 55 60 04 F9

Which is the same as what is here: https://dist.apache.org/repos/dist/release/flex/4.13.0/binaries/apache-flex-sdk-4.13.0-bin.zip.md5

It looks like the mirror is good and that the file may be getting corrupted while downloading in your network.  It may seem like the Installer is broken, but it is working as intended and has caught a bad download.  

Can you try to download this file from your browser and see if you can open it? http://mirror.nexcess.net/apache/flex/4.13.0/binaries/apache-flex-sdk-4.13.0-bin.zip
