[VOTE] Accept XML syntax highlighting component grant

Hi everyone.

We (Batik) would like to accept software grant of an XML syntax
highlighting text editor Swing component:

  http://issues.apache.org/bugzilla/show_bug.cgi?id=43871

And procedure dicatates that this requires a vote.

Some background: one of our Summer of Code students used the (MIT-style-
licensed) jEdit syntax highlighting component as part of their project.
It has some drawbacks though, such as being a bit ugly, not managing
scroll bars properly, and not natively supporting the standard shortcuts
that normal JEditorPanes do.  Tonny Kohar from Kiyut offered to donate
his syntax highlighting component from Sketsa (an SVG editor based on
Batik) as a replacement for the jEdit code.  It behaves nicer than the
jEdit one, and is a bit smaller (code-wise) to boot.

Tonny’s software grant form has been received, and I’m in the middle of
filling out the IP Clearance form.

In XMLTextEditor.java, there’s a typo in the second line of the class 
javadoc: hwo -> how
And maybe you want to add @version tags in the javadocs like for the 
other Batik classes?

from a long-time user. Process-wise, Tonny and Cameron did a great job,
