I see your point, thanks for the clarification.  It seems like whatever we come up with here (and I do think this should be solved) it may ultimately be better for CCM et al to disable allocate_tokens_for_local_rf and manually specify tokens since that is likely to be much faster than whatever coordination we perform to get around this.
