It is not possible for this to be a bug in SpamAssassin. The "unable to refresh
mirrors file" message indicates that sa-update has tried all of the mirrors in
the existing MIRRORED-BY file (10 currently, whose names resolve to 16
different IPs) PLUS spamassassin.apache.org (which is NOT a mirror.)

This is a problem with the configuration of your VPS or the network immediately
around it, since it is apparently effecting your ability to connect to 18
different IPs on a diverse assortment of networks. 

Also: Not relevant in this instance, but SA v3.4.0 is many years obsolete.
