   ### Search before asking

   - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement.

   ### Description

DolphinScheduler's cross-project dependency process is currently implemented by sharing, but after sharing with others, others can modify the permissions of this process, and the permissions should be refined a bit, such as support, dependence, viewing, and modification.

   ### Use case

For example, in a data middle-end project, there are special access groups, model groups, and upper-layer application groups, which have different divisions of labor. The access group is responsible for the data access of the ods layer project, and the model group is responsible for dwd, dws, and dim. Layer project development, the upper application group is responsible for the market development of the ads layer, ods openly shares dwd, dws, dim (depending on ods), but is not allowed to be modified, dwd, dws, dim open and share the ads layer (depending on the model layer), but it is not allowed to be modified. There is a dependency on the project workflow. Different groups need to control permissions for different layers.
