Ouch on rpcrouter list

Sorry I forgot the Subject line...

I am working with the latest (3/19) build...I get the
following error trying to 'list' my deployed services:

C:\>java -cp
c:\soap-2_1\lib\soap.jar;c:\soap-2_1\lib\mail.jar;c:\soap-2_1\lib\activation.jar;c:\xerces-1_3_0\xerces.jar
org.apache.soap.server.ServiceManagerClient
http://localhost:8080/soap/servlet/rpcrouter list

Ouch, the call failed:
  Fault Code   = SOAP-ENV:Server.Exception:
  Fault String = java.lang.NoSuchMethodError

1) Why would I get this exception?
2) I currently have one service deployed (calculator), which
I had to deploy via the JSP GUI, since I get the above error
for list, deploy, and undeploy.
3) I'm running under Tomcat 3.2.1 on Win2K.
