[JSPWIKI] release?

I think we're near last call for releasing v3.0.0 and 2.12.4.

The only remaining feature branch is the advanced acl logic but i think it
still needs work. No need to hold up a release IMO.

Any other opinions on this?

Also, who normally does the releases?

Ran into some QA issues while testing v3. i'll make some tickets and try to
get it resolved shortly

Hi!

+1 for releasing. We don't have a formal release manager, but the procedure
is documented at
https://jspwiki-wiki.apache.org/Wiki.jsp?page=How%20to%20release

I can volunteer for setting up both releases if no one does.

cheers,
juan pablo
