houshengbo opened a new issue #2430: Reimplementation of Wsk.scala for test cases

   In order to remove the dependency of openwhisk cli binary, openwhisk needs to re-implement Wsk.scala for all the test cases. Instead of calling binary to access the openwhisk API, we need to call the rest api.
   
   This issue is a part of work item, which departures openwhisk cli into separate repo.
