People may realize that their current state model is insufficient for their resource. However, no one has really formalized the notion of backward compatibility of a state model. We should have an algorithm that checks if an updated state model definition is compatible with the existing one.
With this in place, we can also support rebalancers dynamically updating state model definitions as part of the pipeline.
