IMPALA-7764: Improve SentryProxy test coverage

This patch refactors the SentryProxy to be more testable as well as
adding tests for SentryProxy to improve the test coverage.

Testing:
- Added a new FE test for SentryProxy
- Ran all FE tests
- Ran all E2E authorization tests
