Bulk resolve of closed issues imported from GitHub. This status was reached by first re-opening all closed imported issues and then resolving them in bulk.

> Rather than error out if the client and server jars aren't exactly the same version, we should allow the client to specify a "minimum" phoenix server version. In our start up code, we'll check against that for our compatibility check. This will allow us to push out new version where only the client side needs to be updated.
