Problems when #parse can't find its file

Summary: Problems when #parse can't find its file
           Product: Velocity
           Version: 1.3-rc1
          Platform: Sun
        OS/Version: Solaris
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Build
        AssignedTo: velocity-dev@jakarta.apache.org
        ReportedBy: plynchnlm@netscape.net

There are two problems when #parse can find the file it is given:

1) It fails silently, without outputting any error
2) Any subsequent #parses also fail silently, even if they would
normally work.
