Code freeze for Xalan-Java 2.6.0

Hello,

     I'd like to propose that we have a code freeze at end-of-day, Monday, 
Feb. 23 in order to give us time to make necessary documentation changes, 
build and run tests for the target release date of Feb. 27.  Please try to 
have all your changes in by 2004-02-23 23:59 UTC (18:59 EST, 15:59 PST).
