Sorry for the long-delayed reply.

You'll need to go to the plugin Components section and enable the
RoadmapModule. From trac.ini you would change:
trac.ticket.report.reportmodule = disabled
->
trac.ticket.report.reportmodule = enabled

We added a bootstrap template in Release 8:
