All of the links are [hardcoded in HTML|https://github.com/apache/beam/blob/master/website/www/site/layouts/partials/section-menu/en/documentation.html], instead of being generated from page metadata, as [described in the Docsy docs|https://www.docsy.dev/docs/adding-content/navigation/#section-menu]. Also, it may not be feasible to localize the left nav, if all of the nav titles are embedded directly in the HTML.
