When a domain is linked to the LDAP server, new users can be created from the CS side in that domain,which should not happen.

RETRO-STEPS:
1.Link one of the domains in CS with an OU/Group using the api linkDomainToLdap
2. Try to create a new user in that domain from the CS side

EXPECTED BEHAVIOR :
User creation should fail as no new users can be created locally once a domain is linked to LDAP

ACTUAL BEHAVIOR :
User creation is successful
