svn: Berkeley DB error while opening environment for filesystem /home/svn/db:

hello i am getting the following error

[root@localhost rules]# svn ci initrd.make.make
svn: Commit failed (details follow):
svn: '/home/gccd/rules/initrd.make.make' is not under version control
[root@localhost rules]# svn ci initrd.make
svn: Commit failed (details follow):
svn: Berkeley DB error while opening environment for filesystem 
/home/svn/db:
Resource temporarily unavailable
svn: bdb: unable to join the environment
svn: Your commit message was left in a temporary file:
svn:    '/home/gccd/rules/svn-commit.2.tmp'

this started after i upgrade my computer from mandrake 9.2 to mandriva 
limited edition 2005
does anyone have an idea on how i can address this problem?
