Resolution: Cannot Reproduce
I downloaded the latest jar from http://svn.apache.org/repository/geronimo/distributions/geronimo-installer-1.1-SNAPSHOT.jar
I was able to run this jar directly on my XP.
This jar also contains the manifes file with the following line
Main-Class: com.izforge.izpack.installer.Installer
