DISPATCH-352 initial implementation.
An initial bare bones fix on the C side of the fence. Not too fancy, but doesn't allow it to go boom on empty config either.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/RoddieKieley/qpid-dispatch DISPATCH-352
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/qpid-dispatch/pull/110.patch
To close this pull request, make a commit to your master/trunk branch
