Currently, when its scanStreamDelay property is set, camel-stream's scanStream mode goes into sleep for each line that it reads. This is not very practical in reading from a file that is being updated. A more preferable behavior would be to go into sleep only when there is no lines to read.

I am making this change without providing an option to revert to the original behavior. If you have some concern, please let me know.
