I agree that those two DITA pages are a bit odd, as they refer to the "installer program",
when they should perhaps refer to the "distribution" or something like that.

However, I believe there *is* a index.html file in the distribution. I checked both
http://apache.downlod.in/db/derby/db-derby-10.2.1.6/db-derby-10.2.1.6-bin.zip  and
http://apache.downlod.in/db/derby/db-derby-10.2.1.6/db-derby-10.2.1.6-bin.tar.gz
and both downloads contain a index.html file.

Perhaps the issue reporter can provide some more details about which download
was missing the index.html file?

Oops, I misread "install.html" for "index.html".

Let me see if I can improve those two pages of the docs that John identified.

Are these the desired set of changes:

1) Change reference to "install.html" to refer to "index.html" instead
2) Remove references to "installation program" since Derby is now
distributed as a zip/tar distribution
3) Remove the reference to "Derby development environment" as it is confusing.

Good fix --  cdevstart19524.html is now fine. In the file cdevstart16043.html ("The installation directory"), it would be a good idea to correct the release notes file name -- it's now RELEASE-NOTES.html, not release_notes.html.

There are some other corrections needed (/bin needs to be added, /frameworks deprecated), but those are part of DERBY-1709 and can be fixed separately.
