how to change portlet titble style

In general, a portlet  title bar only displays the name of the portlet  at the right and the action buttons(customize,print etc.) at the left. Sometimes We need modify this stytle for customization. I know it is possible, because many web sites based on jetspeed have done it. But I don't see how to do it . Can anybody give me some advice?
