How to deal with "Error resolving version for plugin "com.mycila.maven-license-plugin-licens"

My maven project has an error  "Error resolving version for plugin
"com.mycila.maven-license-plugin-licens". But I am sure this plugin is in my
maven local repository. When I connect to internet, the project can be built
without any problem. But when I dis-connect the network, the project build
will have such error. Does maven require the build environment have access
to internet event I have downloaded all the missing dependencies?
