In some cases, its possible to get a comboBox's listBox to display completely outside of the browser.
- resize the browser window to just below a comboBox - opening the listBox will cause it to display past the bounds of the browser
- place a comboBox at the very bottom of the browser - same behavior
The correct behavior is to have the listBox display above the comboBox if the comboBox is near the bottom boundary of the browser window.

If the html select element is behaving properly, there's nothing much we can do. I suppose we could move to a popup, but that would bring its own problems.
