svn externals support for individual files

I was wondering about the upcoming support for svn externals on individual
files scheduled for version 1.6. Assuming this support makes it into the
release (I realize that final feature decisions haven't been fully
confirmed yet), will I as a single user be able to update to v1.6 and
immediately use that feature without needing our IT department to do any
updates to their svn setup and/or the repository? I ask because they can
be rather slow moving. I'm working on transitioning some projects to svn
from SourceSafe and I'm hoping that I can get projects that would be
sharing files set up and working in advance on my own machine while I wait
for the IT department to catch up.

Yes, it is a client only change. (And the changes are in the svn trunk as
of last week).
