[PR] CI: Add Test Loop workflow [netbeans]

For manual brute force testing of unreliable tests with failures which aren't reproducible locally.
Might help us to check specific tests which are passing locally (https://github.com/apache/netbeans/issues/8183#issuecomment-5533384462).
This can also run on your clone (make sure your master is up2date with this workflow), push a test branch to your clone and run a loop to check it. (you also might want to disable actions first before pushing to your clone's master - or cancel them)
Use responsibly of course, watch it and cancel if needed.
