new Avro committer: Stephen Gargan

The Hadoop PMC has voted to add Stephen Gargan as an Avro committer.

Stephen, can you please send your desired Apache username?  The list of 
taken usernames is at http://s.apache.org/74c.  You appear to already 
have an ICLA on file.
