On the dev@struts.apache.org mailing list, the developers decided that to reduces noise, they would rather that build failure messages be posted to commits@struts.apache.org. Currently, our other CI instance (bamboo hosted at atlassian) posts build failures to the commit mailing list, so they would like to have hudson do the same.
