What a weird question... FOP does exactly that: it uses SAX all the way.

Compare the source for the following two examples:

http://xml.apache.org/fop/embedding.html#ExampleXML2PDF
http://xml.apache.org/fop/embedding.html#ExampleDOM2PDF

I'm afraid your question is a bit too vague to offer further useful 
info. Just yell if you need specifics...
