Attachments which are visible to everyone using the web UI are not present in REST calls. I've raised this as issue with Atlassian ( see [PLE-1440|https://ecosystem.atlassian.net/browse/PLE-1440] and [JRA-31781|https://jira.atlassian.com/browse/JRA-31781] ) and they indicated that while this is probably a bug it is likely the effect of some configuration applied to the Jira instance, as this usually works.

One example issue is SLING-2720 ; there are two attachments listed in the web UI but not in the REST call ( https://issues.apache.org/jira/rest/api/2/issue/SLING-2720?expand=schema,editmeta ) .

As such, I'd like to ask you if there are any customisations which prevent attachments from being included in REST calls and if possible to remove them.
