Could you be a bit more specific on this issue?
Nobody has to build the docs, as builds are on the website in both html/html-single/pdf formats that are built nightly. It's really not all that hard to build, you download the dita sources, download the DITA-OT, and build. But nobody has to build it themselves. Just goto the website, and download the dita output in one of those three formats.
The nice thing is, if someone wants another format to output, then download the sources and add the output wanted.
Docs are always a pain, and I see the current solution a heck of a lot nicer than anything else I have seen :-)

Added an FAQ to clarify where to find the prebuilt Derby documentation, committed revision 178201. It'll be visible at http://incubator.apache.org/derby/faq.html#where_are_docs with the next www.apache.org web site sync.

The problem wasn't the documentation itself, but confusion about where to find the built documentation. Verified that the new FAQ that clarifies this made is live at http://incubator.apache.org/derby/faq.html#where_are_docs .
