I know that I'm just giving suggestions without sending patches, but IMHO you 
already maintain a list of files that are to be skipped in various .cvsignore 
files. So instead of trying to maintain two sources, it's probably the easiest 
approach to autogenerate MANIFEST.SKIP by dumping the contents of all 
.cvsignore files that are in the project.
