refactor(amber): drop an unused default in ScheduleGenerator

Only CostBasedScheduleGenerator extends ScheduleGenerator, and it always
passes its own cacheReadInputs, so the default on the abstract class was
never used. The default stays on CostBasedScheduleGenerator, whose
callers rely on it.
