Many of our mailing lists are moderated. 

If a non-subscriber posts to the mailing list, a moderator can accept or reject the posting. If the post is rejected, a message is sent to the poster.

However, if the moderator ignores the post, the post never reaches the mailing list, nor is the sender informed.

This has consequences for posts sent to private mailing lists - the sender may not have karma to be able to check that the message has been received, even if this is is important (e.g. report of a security issue). They can only find out if they eventually receive a reply from someone on the list.

Important messages sent to the pmcs list may be lost this way.

It seems wrong that there does not appear to be any notification that a message has not been delivered.
