[jira] [Created] (YUNIKORN-1455) Track dynamic priority of applications

Craig Condit created YUNIKORN-1455:
--------------------------------------

Summary: Track dynamic priority of applications
                 Key: YUNIKORN-1455
                 URL: https://issues.apache.org/jira/browse/YUNIKORN-1455
             Project: Apache YuniKorn
          Issue Type: Sub-task
          Components: core - scheduler
            Reporter: Craig Condit

In the latest priority scheduling design, we need to dynamically determine the priority of an application. This is defined as the maximum priority of all pending tasks, or MIN_INT32 (-2^32) if no tasks are pending.

We should expose this as a property of an application in REST API calls as well.
