I've learned that the problem is HSQLDB only now, and it appears related to the shutdown of the database.  The tests attempt to clean up the database but even though HSQLDB is supposedly down, the database files cannot be removed.  I'm going to contact the HSQLDB development team and try to figure out why what I'm doing is not working.
