[I] [Python][Docs] Use editable pip install invocation in the development docs for PyArrow [arrow]

jorisvandenbossche opened a new issue, #43845:
URL: https://github.com/apache/arrow/issues/43845

Currently our docs only use `python setup.py build_ext -i` for building inplace.
But this is not doing an actual installation, so we should update our docs to do an editable install with `pip install -e .` (or at least a first time).

With the latest pyproject.toml changes, skipping this installation will now also result in a failure when trying to build pyarrow directly with `setup.py` (e.g. https://github.com/apache/arrow/issues/41992#issuecomment-2151338952).
Moreover, direct invocation of `setup.py` is deprecated (although there is no clear alternative in the case of `setup.py build_ext`, except from re-installing with `pip install`)

It looks like this has been addressed in the meantime: the "Building PyArrow" section of the Python development docs (`docs/source/developers/python/building.rst`) now uses `pip install --no-build-isolation --editable . -vv` and explains that this creates an editable install, and `python setup.py build_ext` is no longer mentioned there. Maybe this issue can be closed?

It looks like this can be closed given [recent changes](https://github.com/apache/arrow/pull/49259/changes#diff-b109945ddad91834d4d6684273015b241defb080ce194c771975ee9ff17f5234) - issue #36411, [further doc changes](https://github.com/apache/arrow/pull/49573/changes) - issue #49572...

Indeed, this can be closed since we no longer use setuptools / `setup.py` and moved to scikit-build-core
