[Issue 125625] Image anchored "to paragraph" does not print in pdf or print preview, but prints when anchored "as character"

Tried Replicating bugs with following configuration:

Apache Open Office 4.1.1
Windows 7 Enterprise 64-bit
Lenovo X220 Tablet

used the files provided at this link to test:

Steps used to test:

TEST 1
1) Opened Apache Open Office 4.1.1
2) Opened the FileWithImage.odt in the above link
3) Verified set to anchor to paragraph
4) Exported as pdf with default settings
5) Checked for image and FOUND figure 16 on page 14

TEST 2
1) Opened Apache Open Office 4.1.1
2) Opened the FileWithImage.odt in the above link
3) Set figure 16 to anchor as character
4) Exported as pdf with default settings
5) Checked for image and DID NOT FIND figure 16 on page 14

TEST 3
1) Opened new document
2) Copied in Figure 16 after the following text "TESTING IMAGE"
3) Set Figure 16 to anchor as character
4) Exported as pdf with default settings
5) Checked for image and FOUND figure 16 in pdf

TEST 4
1) Opened new document
2) Copied in Figure 16 by itself into blank document
3) Set Figure 16 to anchor as character
4) Exported as pdf with default settings
5) Checked for image and FOUND figure 16 in pdf

NOTE: After performing TEST 2 figure 16 displayed as a white space in the
actual FileWithImage.odt as well not just the exported pdf.

CONCLUSION: Was only able to replicate on given file. Using same image in
separate file did not reproduce bug with or without leading text.
