Updated PR w/fix for stop_failure_policy_test. _provoke_commitlog_failure() was populating with 500k keys which wasn't enough to exhaust the current segment on the stop test on Windows so it was getting a similar assertion failure as the ignore test, just for a different reason.
Doubled the provoke to populate with 1M keys and the test is passing now.
