ReplyTo header (wsa submission) is always set to anonymous in fire-and-forget messages

It is not possible to omit the ReplyTo header in outgoing one way messages if WS-Addressing submission version is used.
It is set to anonymous. The INCLUDE_OPTIONAL_HEADERS option only takes effect when final version is used.

The semantic of ReplyTo is "I expect a reply" which is not the case in some scenarios.
