This was discussed in https://github.com/apache/incubator-trafodion/pull/1045. Ideally we would be using JavaObjectInterface::createJVM() to create the JVM in the UDR server. This may require an enhancement to pass in additional options to this method. For now we have some duplicated code, which is probably OK in the short term.
