    Release Note: New Offline Image Viewer (oiv) tool reads an fsimage file and writes the data in a variety of user-friendly formats, including XML.  (was: Introduce the Offline Image Viewer (oiv) for dumping the contents of fsimage files to human-readable formats.)

Editorial pass over all release notes prior to publication of 0.21.
